About the Project
In the context of a rapidly changing geopolitical and technological environment, security is also becoming a key aspect. This project creates a platform for dialogue and the exchange of knowledge and experience that is conducive to the analysis and development of effective strategies in this area. We integrate different industries - we talk about security cross-sectorally. Representatives from the world of politics, the economy, the military, local governments, experts from the IT and cyber-security industry, as well as energy, industry and telecommunications will meet in one place. Such a broad group will provide a comprehensive view of the broader security challenges. The Congress will feature the 20th anniversary edition of the Smart City Forum, the CISOs and CSOs Committee under the Polish Security Congress Program Council, additional closed thematic sessions and the Grand Gala.

PREVIOUS EDITION in Warsaw
The Polish Security Congress Program Council's co-chairs are Konrad Fijołek, President of the City of Rzeszów; Krzysztof Dyki, CEO of ComCERT; and Radosław Maćkiewicz, Director of the Central Informatics Center. The guest of honour was Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digitization. He emphasised the importance of cooperation between the state and business and the need to build resilience to cyber threats. In his speech, he noted that many issues should be considered from the perspective of potential armed conflicts.
The congress brought together experts from various fields, which enabled the exchange of experience and the development of strategies to strengthen Poland's resilience to threats. Special attention was paid to the construction of the “cyber shield” and preparations for the Polish presidency of the European Union in 2025. The debates focused on defence and cyber infrastructure integration and the development of key technologies. Topics covered included critical infrastructure security, technological sovereignty and the challenges of digital transformation. Participants stressed the importance of public-private cooperation and the role of local governments in providing security. Education in threat recognition and disinformation was also an important point.
Speeches by ministry representatives focused on financing, technological sovereignty, and optimising critical infrastructure investments. Discussions focused on modern technologies supporting telecommunications and energy security and the need for close cooperation between the public and private sectors. The Congress concluded with a panel on best practices in organisational management, where experts shared their experiences in protecting strategic data and infrastructure. This event was an important step toward better understanding and managing security challenges in Poland.

Prior to becoming President of ComCERT S.A., he was, among other things, the author of software for state bodies protected under classified information regulations. He worked with government administration offices, joint government administrative bodies and public finance sector units, including state public-law institutions.
In 2016-2017, co-founder and Member of the Board of Directors of Aplikacje Krytyczne, a company owned by the Ministry of Finance, which develops analytical information systems to support the Tax Administration and other state bodies in criminal-fiscal activities and countering financial irregularities. In 2017-2019, served as a Board Member of the Social Insurance Institution (ZUS), overseeing the maintenance and development of IT systems processing data of over 25 million ZUS clients and transactions valued at over PLN 300 billion annually. Responsible for the digital implementation of the 2017 pension reform and other national projects: centralization of social contribution payments (e-Skladka), digitization of employee files (e-Akta) and digitization of sick leave (e-ZLA).
He served as a Member of the Digitization Council appointed by the Minister of Digitization, a Member of the Scientific Council of NASK, and an Advisor to the Steering Committee of the electronic ID card (e-ID) project – being appointed jointly by the Minister of Internal Affairs and Administration, the Minister of Digitization and the Minister of Health. He served as an advisor to the Presidents of selected state-owned companies. He is a member of the Scientific and Expert Council for Cyber Security at the Police Academy in Szczytno. He is a forensic expert qualified in the fields of IT, reverse engineering, cybersecurity, and IT copyright law.

Radosław Maćkiewicz has been the Director of the Centre for Informatics Technology since December 2023. He is an experienced manager in the new technology industry, particularly in cloud computing, cybersecurity and IT service management.
For many years, he worked for global IT solution providers, including Microsoft and Hewlett-Packard, and is an academic lecturer on new technologies, entrepreneurship and practical management psychology.
A graduate of the Warsaw University of Technology, he holds an MBA from the Warsaw University of Technology Business School, jointly with London Business School, HEC Paris and NHH Norwegian School of Economics.

Holds the PhD of Technical Sciences in the field of electrical power engineering and energy economics. Has been working at the Energy Regulatory Office URE since 2004, among others as the deputy director of the Department of Market Development and Consumer Issues. He took the position of URE President in 2019. Experienced in international cooperation: serving as an expert of the European Commission for the TAIEX programmes and twin-project in Ukraine related to the functioning of the electricity market, security of energy supply, the balancing market and congestion management. Expert at Florence School of Regulation on the development and operation of regional electricity markets. National expert with the Agency for the Cooperation of Energy Regulators (ACER). In March 2021 appointed for the position of ACER Board of Regulators`s (BoR) Vice Chairman. Experienced in supervising energy companies, particularly in the field of financial reporting and audit as well as investment and development. Author of numerous publications and studies on the functioning of electricity markets, including the grid access principles, balancing and regional markets.
