This achievement was an important international milestone for the civil aviation community, and the LDACS system will be introduced as the new digital communication standard by 2028.
In the military field, Thomas Bögl has over 25 years of experience actively collaborating with NATO, where he has played a key role in the development and standardization of communication waveforms and cryptographic protocols. He is particularly familiar with the Have Quick and SATURN standards, which are frequency-hopping waveforms designed for use in heavily jammed environments. Additionally, he has contributed to the development of the latest features for the SATURN waveform in accordance with STANAG 4372.
Currently, Thomas Bögl heads the technology department within Rohde & Schwarz’s “Technology Systems” division, where he is responsible for systematically identifying and developing new technologies. Continuing the work of his predecessors, the Mayor of the City of Oleśnica, as an initiator of activities in the demanding area of providing services to the local community using modern technologies, was involved in developing and implementing a project at the Oleśnica City Hall concerning a new version of the Information Security Management System based on the European standard PN-EN ISO/IEC 27001:2023. Confirmation of ensuring the highest level of security for processed information at the local government level, as well as proper documentation of processes related to data protection and information security management, taking into account all significant operational risks, is the attainment of a certificate of compliance with the aforementioned standard. This success, resulting from the promotion of a cybersecurity culture within the organization and the leadership of Mayor Adam Horbacz, should be seen as an example for other local government units in the country.

Firefighters carried out over 29,000 interventions, evacuating approximately 4,500 people from areas of direct threat.

The State Fire Service’s actions included evacuating residents, strengthening and raising flood embankments, supplying water and food, powering facilities with generators, pumping water from flooded buildings, and searching buildings to locate injured persons. In towns such as Racibórz, Nysa, Trzebień, and Lądek Zdrój, firefighters conducted intensive rescue operations, including sealing levees and evacuating the population. As part of the Central Operational Reserve of the National Fire and Rescue System (KSRG), the KG PSP deployed additional forces and resources from other provinces, including school companies, support platoons, and specialized rescue groups.
Cooperation with other services, such as the Police, Border Guard, and Armed Forces, enabled effective actions, including the use of helicopters for transport and evacuation. Thanks to coordinated actions and commitment, the National Headquarters of the State Fire Service effectively managed the crisis situation, ensuring the safety of residents and minimizing the effects of the flood.

Tests have shown that the coating effectively prevents ricochets, and the impact force—even from armor-piercing ammunition—is efficiently dispersed. The city of Rzeszów faced growing cybersecurity threats, which intensified due to the dynamic development of digital services during the COVID-19 pandemic, and because of the city’s geopolitical role as a logistics and humanitarian hub in connection with the war in Ukraine.

The extensive IT infrastructure, covering key municipal units, was exposed to the rapidly growing risk of advanced cyberattacks. The key challenge was to integrate existing security systems into one coherent monitoring and response system that would not only protect residents’ data and the city’s infrastructure but also meet the requirements of the NIS2 directive. The city needed a system that would allow for effective real-time threat monitoring, rapid incident response, automation of operational processes, and personnel training to effectively counter modern digital threats.
In response to these challenges, in cooperation with Comcert, a company from the Asseco Group, the city implemented a Security Operations Center—a centralized cybersecurity system. It protected over 1,200 computers and workstations and 300 servers. The city’s entire IT infrastructure, including institutions responsible for urban transport—ITS, such as ZTM (Public Transport Authority), the Municipal Road Authority, and the Municipal Administration of Markets and Parking—was integrated into a single system. In addition, appropriate policies and procedures were implemented, and employees were trained. Thanks to the SOC, public services have become safer because the city’s data and IT infrastructure are effectively protected against cyber threats. The system was designed to be scalable, allowing it to be expanded as urban digital services develop. The automation of security processes enabled faster threat detection and incident response through the use of tools such as SIEM and SOAR. In turn, residents gained a greater sense of security thanks to 24/7 system monitoring.

As part of the project, ZUS invested over 20 million PLN in expanding the backup system for its IaaS platform, covering a data space of at least 900 TB net, with scalability options. The system was designed to ensure data recovery after a ransomware attack or other cyber incident, integrating a deduplicator, application-server infrastructure, and network infrastructure.
The Digital Bunker uses advanced technologies, such as artificial intelligence and anomaly analysis, to monitor data integrity and detect potential threats in real time. This allows institutions not only to react quickly to incidents but also to minimize the risk of downtime and data loss.
The solution is scalable and flexible, allowing it to be adapted to the needs of various critical infrastructure sectors, including energy, transport, telecommunications, and healthcare. Additionally, ENGAVE offers comprehensive support in education and preparing organizations for potential crisis incidents, promoting a culture of security and digital resilience.

Water main cross-connections – they allow for redirecting water flow in case of a network failure or modernization. Proper placement of these connections allows for the immediate isolation of the damaged section and directing water through an alternative route, minimizing supply disruptions.
Ring main systems – designing the network in a ring layout allows for multi-directional water flow. In case of a failure of one section, supplies can be delivered via another route, which prevents cutting off strategic institutions, such as hospitals or industrial plants. By utilizing quantum mechanics phenomena to generate and transmit cryptographic keys (in line with the Quantum Key Distribution idea), this system guarantees the detection of any eavesdropping attempt and eliminates the possibility of unnoticed data interception. By securely delivering cryptographic keys, SDKK enables the establishment of encrypted connections resistant to breaking attempts using quantum computers, which pose a real threat to current data protection methods. The system is a response to the strategic challenges of the post-quantum era.
The solution was created entirely in Poland (TELDAT developed the devices and software), which ensures full technological sovereignty and the potential for further development. It is intended for both civilian and military applications (in accordance with the dual-use principle).
SDKK is powered by random numbers from another innovative solution developed within the project – the Quantum Random Number Generator (KGLL). This device generates random number sequences based on the quantum effects of photon distribution randomness. The provided data has a degree of randomness in the generated sequences more than six orders of magnitude greater than that required by current NIST standards. This means that cryptographic keys generated using KGLL and distributed via SDKK provide an unprecedented level of transmission security.
The solution was demonstrated on April 17, 2025, at a conference with the participation of deputy prime ministers, the Minister of National Defence, and the Minister of Digital Affairs, during which the first Polish, fully quantum-secured video connection was conducted between the headquarters of the Military University of Technology and the Ministry of Digital Affairs.

In May 2022, together with ten Polish organizations and institutions, Demagog signed the Code of Good Practice in the fight against disinformation. They are also signatories of the European Code of Practice on Disinformation, adopted by the European Commission in 2022, which is the first self-regulatory document of its kind imposing specific obligations on online platforms.
The Demagog Association focuses on education. Since 2016, as part of the Fact-Checking Academy, it has gathered over 17,000 people at workshops, training sessions, and webinars.
